
€500,000, Apartment, and Garage Confiscated: Assets of Alda Klosi Seized by Court Order
The Tirana Court has officially ordered the confiscation of the assets belonging to former high-ranking official Alda Klosi and her ex-husband, including an apartment, a garage, and a total sum of approximately €500,000. Both are accused of asset concealment and failure to declare lawful income, violations outlined under Article 257/a/2 of the Albanian Penal Code.
According to investigations, Alda Klosi—who has been a subject of asset declaration with the High Inspectorate of Declaration and Audit of Assets and Conflict of Interest (ILDKPKI) since 2016—failed to declare properties and financial assets that could not be justified through legal income sources.
Following a comprehensive review of documents and financial records, the Prosecutor’s Office concluded that both Klosi and her associated parties held unjustified assets. As a result, the court has ordered the permanent confiscation of:
- 368,000 Albanian lekë
- 15,600 U.S. dollars
- 462,950 euros
These sums were previously seized under criminal proceeding no. 9220/2022 and were officially transferred to the Prosecutor’s account on January 10, 2023.
In addition to the monetary assets, the court ordered the confiscation of:
- An apartment in Tirana, with a usable area of 85.09 m², officially registered under Alda Klosi’s name.
- A garage in Tirana, with a usable area of 14.06 m², also registered in her name.
Background of the Case
The case dates back to December 2022, when Alda Klosi reported to police the theft of hundreds of thousands of euros from her residence on “Kosovarëve” Street in Tirana. A month later, in January 2023, police arrested Rozeta Dobi and her son Havier Dobi. During a search of their apartment, investigators found €404,800, $8,500, and a collection of gold jewelry hidden inside the kitchen’s ventilation duct.
Interestingly, Klosi herself had initially declared the theft of €120,000, $30,000, and jewelry. However, during questioning, Rozeta Dobi—who worked as a cleaner in Klosi’s home and later cooperated with law enforcement—admitted to stealing approximately €400,000 from the apartment. Following further investigation, Alda Klosi was arrested in February 2023.

“At the request of the Prosecutor’s Office at the Court of First Instance of General Jurisdiction in Tirana, the court has ordered the confiscation of the assets belonging to citizen A.K. and her former spouse, who are under investigation for failure to declare, concealment, or false declaration of assets and private interests of elected officials, public servants, or any person legally obligated to disclose assets, pursuant to Article 257/a/2 of the Penal Code.”
The decision is grounded in evidence gathered during property proceeding no. 05/2022, which found that Alda Klosi failed to declare several properties to ILDKPKI, and that these assets had no legal justification based on her income or employment records.
The confiscation was made in accordance with multiple provisions of Law No. 10192, dated 03/12/2009, “On the Prevention and Fight Against Organized Crime and Trafficking Through Preventive Measures Against Property,” as well as Article 302 of the Civil Procedure Code.
This case has become one of the most high-profile corruption and financial misconduct investigations in recent years, shedding light on the mechanisms of undeclared wealth and the importance of asset transparency among public officials in Albania.
